If you actually read what I've said, you'll notice this is my exact complaint.

This statement is founded on the entirely fallacious grounds that people will not improve. As such an assumption is clearly in error, your argument holds little meaning.
Clearly there is no room for newbie files in the queue. However, and this is the point you seem to be missing time and time again, if a newb submits enough files, he gains experience, and is not a newb anymore! Now, his files start to get accepted! Amazing!
