they have lots of BPM changes which don't do anything except slowly lower the game's FPS when you play the file

it looks like this

stop using sm5 or turn off the display bpm setting, problem solved.

The problem is on 3.9 not 5 (at least from what I've seen).
BPM Shiver never affects me and I've been playing on SM5 since I started.

Either way, good luck convincing someone to do all this for you. You'll have better luck just trying yourself.

open the .sm file and make the first bpm the average of the two bpm values that it is changing between. for example, if the bpm changes between 139.95 and 140.05, just delete all of the places this occurs and set the first bpm to 140. hope that gives you an idea of how to proceed.

that's not actually guaranteed to work
a fair amount of bpm jitter files switch between bpms every third beat or even, like, every eighth beat instead of every other

tried a few by opening them in ddream and saving as single BPM, seems to work if there are no intentional BPM changes
