why don’t you have to fill out a survey at a restaurant or a market or buy any food or groceries to enter a sweepstakes? shouldn’t you have to buy something to win something from that store?

companies hosting the sweepstakes are probably mostly interested in getting your personal info, so they can sell that for profit instead of whatever they'd get from a % of the cost of some apples

The whole "no purchase necessary" thing is based on law in the US. Sweepstakes-style contests are an illegal lottery if they require something to be purchased in order to be entered to win, as the only lotteries legally allowed are government-run.

Surveys are entirely voluntary to the customer. It's feedback to the business or server on how they did, and how they can improve. Sometimes they're incentivized with coupons, but they're entirely voluntary.

that’s probably true for a lot of companies, but who would want some random stranger’s personal information besides the CIA and people trying to steal your money?

Even McDonalds Monopoly is a sweepstakes, you don't need to buy their merchandise to get cards, you can literally send a letter to mickey d's asking for free cards and they will send some back to you.
