Yeah, that seems to be the issue, especially with users who aren't as active on the forums. I'll try to do my best with sending reminder PM's and stuff which will hopefully reach most people.

SK8R43 is right in that you need to play more games. Essentially you'll need to play at least 250 games, 50 of which must be unique.

Anyways, I believe I've addressed everything in this thread up to this point. I'm not gonna respond to everything in the previous thread, but I will say that what I got out of it is that if I were to do a level-ranks fixing style tournament, then I'd need to think through the details a bit more.
