Err... I think that was the wrong quote.

Anyways, the arguement is Zenith decided to out the SK and thus is sacrificing himself to get the SK.

I made other scenarios, but that's the one I initially started with

I think it's fair to say there's most likely at least 1 inactive scum just given how many there are inactive. SKG hasn't done anything, and sadly in the same way that cedo has done nothing, and sinistro has done nothing. He's just done more nothing
