His wording isn't perfect. If you're going to be a grammar Nazi, then yes, blind is actually right, the way Manti worded the sentence does imply an arsonist burning in the night. I'd put money on Manti saying "them" in reference to "town" earlier in the sentence, though.

I would also agree to ending this phase when all actions have been made.
This is town's best strategy in my opinion. Less time for scum to strategize their plans for day phase I believe?
