Well, the best in the moment type of music that I can think of... is actually Mass Effect 2 and 3's OST's. ME1 is a bit of a hit and miss, but also tries to stay in the moment, but I don't think it nailed it quite as impactful as ME2 and ME3.

Final Fantasy 8 has always tickled my fancy. The legendary Nobuo Uematsu truly outdid himself once, time and again with his well placed dramatic ensembles. Kudos to all the folks that made that breathtaking experience unfold.

this question is ultimately meaningless because it's ill-defined and everybody has their own opinions as what constitutes "best video game music"

Is it the game with the best individual songs? Are these songs judged in a vacuum, or are they judged in the context of the games they came with?

Is it the most consistent soundtrack?

Is it "best of all time", or "best of THEIR time?"

If it's "best OST all time, with the best songs and the best atmosphere", I will stand by Umineko. Literally nothing compares, not even Chrono Cross. It's a 200-song monolith of 10 different genres and 15 different composers for a fucking indie visual novel. It has full playlist material of stand-alone music as well as atmospheric, ambient music.

But realistically, I think the question is most meaningful when we're talking about "best soundtracks of their time." The most historically significant OSTs are Super Mario Bros., Megaman 2, Castlevania 2, and Final Fantasy. These soundtracks more or less paved the way for video game music ever since.

Specifically, I would say Koji Kondo, Nobuo Uematsu, and Yuzo_Koshiro were the most prominent composers of that time.

Metal Gear Solid... 'nuff said. MGS1, MSG3:Snake eater, MGSV: Phantom Pain,
also, Mafia II, Saints Row 3, and Saints Row 4. Old school? Sonic 1, Sonic 2, Sonic 3, Sonic Spinball.
DW3, DW4, DW5, DW5XL, DW6, DW7, DW8, Dynasty Warriors has always had some pretty impressive BGM.

Atelier series has some really comfy life bgms, Rune Factory too. Their melodies are so calming I upset myself if I need to take a break, feels like I'm murdering innocence everytime I get up to go to the toilet.

also, eXceed has some cool shmup tunes, most shmups have cool tunes but exCeed 3rd inparticular is A+ imo

I prefer to go by overall quality of soundtrack rather than "this game's soundtrack is so massive that everyone will love at least 30 songs"
earthbound has like 6 songs and all of them are good
skyward sword has like 600 songs and all of them are good
undertale has 20 songs and 2 of them are good

All the old Sonic games had great soundtracks (1,2,3, and Knuckles) + Jazz Jackrabbit 1 + 2 also. Also Doom + Doom 2
