How to go about buying an ITG cabinet

Heya, I've been inactive for quite a while due to lack of computer, but I decided to use my iPod for this.
Due to recent events, I'm currently looking for people or businesses who are potentially willing to sell their ITG2 or 3 cabinet. I was wondering If anyone has tips on where to look and how to approach the owners. Should I lowball them in the off chance they want to get rid of it already or should I start high?
What is a good first offer price? Etc. I've emailed a few people I've found who are selling but I'm not sure about the next step. I'm willing to travel across the USA or Canada in a Uhaul to pick it up.

Also on a side note, veteran status please :3
