whatever the person hosting the tournament requires you to have, that's about it.

There really aren't even "requirements" even when people host them. Just have the ability to play and be on time with posting your scores. I guess you could say having paint and a photobucket (or some other means of image hosting) would be requirements but that's about it. Just post in the tourney thread you want to join.
