no, you're misreading

it means new artists (pink) in the list can be stepped, the list being updated as of July 12

New songs with new artists are being released every week. "New artist", according to this batch, is any artist with no songs in the game as of July 12.

What if I am stepping a song by a new artist that has been remixed by someone other? Can I still submit it as long as the remix's based of a song of a new artist?

I just finished stepping a song of which the artist-label says: "Vorpal (new artist on FFR); (Name of Remixer (forgot the name lul))

The song is published on a Vorpal album, too

I'm guessing variety is the key? The point of this batch is to step as many new artists as possible. Getting permission and not using it is sort of insulting to the artist tbh, so this batch is to redeem all that is forsaken I suppose.
