Audacity Beta is used because it offers a fully functional selection bar, which displays and controls the current selection (your choice of Start and End, or Start and Length), and the current audio position. Audacity 1.3.13 has a millisecond bug, so if you are just using audacity for cutting it would probably be better to use the older version.
These versions are obsolete now. Instead, replace with this:
