My usual rule of applying offset is "If the song felt like the arrows didn't match the music, or I got way more goods than I thought I should, check Accuracy, adjust accordingly, and play again" and it has a 100% success rate in the replay being a much better score.
You "Should" do whatever seems to work best for you. For me, making frequent adjustments to global offset works best, because I play to the music, not the chart, and when there's a mismatch between them, global is what fixes it. If you're finding the music matches the chart, you're just hitting a little early or late consistently due to lag or similar, judge offset will likely help with that. Well that was an interesting read. I would recommend just keeping this game on the back burner and playing something that you don't have to change the judge offset 24/7 to improve *cough* etterna *cough* (Although I spend all my time in osu mania, but im bad so take this advice with a grain of salt.)

The number one tip is just to play the game everyday for at least 2 hours and never take more then 3 days off in a row. Everything else should come natural after awhile. But here's some generic/obvious tips that maybe you haven't thought of.
Use mechanical keyboard. Use decent pair of headphones. Find what scroll speed is easiest for you to read dense patterns. Play around with different noteskins. Play around with screen cut. Find out if you're hitting too early or too late by using the right click method. Then adjust your judge settings accordingly. Just leave the global at 0 unless the song is way way off. Try flash player 9. It has the fasting input recognition imo. Learn how to cheat patterns to save stamina Watch high d6/d7 people play on twitch. Keep your fingernails clipped short. |

this is prob iffy advice but...
just move your fingers in a way that doesn't get goods... like slur the notes together. If it's a fast one hand trill for instance, use jumps but hit them staggered. During a fast 1234 wall, you can often get away with jumping (1,2) (3,4) back and forth (hisugi/skeletor ect). good advice, but advanced technique. Learning to cheat patterns is a pretty necessary skill, but not until you start getting into stuff that's too dense to hit normally

This is more mindset rather than physical stuff, and you probabaly are still at the point where you can just mindlessly play without specific focus and still improve (e.g. play more), that being said,
My tip is to set goals for yourself, that you actually want to achieve, that way it's more motivating to improve and accomplish them (things like getting a good score on a song you like that's too hard, for example) A big mistake of mine recently is that I forgot to just have fun and to play hard songs I liked, I was way too focused on "gotta get that d7 score, gotta level up etc" that I forgot what was really enjoyable in the first place. Gonna ramble for a sec, there's basically two aspects to this game, raw physical speed, and reading. Say you just trill on your desk as fast as you can, you can probably do it far faster than when you are playing - the only reason for this is your reading, you don't know how to convert what you see to muscle memory, etc etc, and to improve this, play more. A completely different thing is actual physical speed, e.g. how fast you can wrist jack, how fast you can maintain a long one hand trill etc, which is also just improved by playing more. Basically what I'm trying to say ^ is if you really want to improve, you need to identify what is holding you back, if it's just reading or raw speed, and work to improve that by playing files to practice it that challenge you etc. This is part of the reason why stepmania is good (and the air engine now), because you can use rates to push your speed on files, without it being different to read and such. One thing that might be interesting, I doubt you have as little of a life as I do to the read the whole thing, but one of the best arrow game players wrote like, a huuuuge essay on improvement, skillsets, difficulty etc

also play a lot because it's fun-and you want to improve. if you play a lot just because you want to improve it may become frustrating |

Ah nice. Its the exact opposite for me. I tried 60 and was so choppy i got goods left and right. Went to 55 and now its pretty much flawless. So i assume 60 works better than 144 then?
