n, texting while walking seems like it takes even more concentration than just reading while walking, and every1 should know better than 2 do that. wat has made texting while driving/walking more "acceptable" than reading is the sense of urgency prompted by socializing and being a prominent personality in yr group of friends, or leader in yr business or w/e u care about that keeps yr cell ringing.. u cant get drinking buddies 4rm yr favorite book, but u can 4rm yr phone.

and also cyclists, who r even less likely 2 b noticed by a distracted walking texter than cars r. ofc its appropriate for a cyclist to call out "on the left" when passing on the left, but thats more of a trails thing, and yr not likely 2 have that happen in the middle of the city, where ppl r more likely to walk around aimlessly

As I heard it, as a citizen of Philly, the fine only is in place if you're crossing a road and texting.
I've made it a habit to stop texting while I cross the street then go back long before this law was in place. I'm happy to see this go through as texters are literally a danger. Seriously.

Oh. If the problem is bad enough that there are people blindly walking out into the street, yeah, that makes a tad more sense. Actually, I don't do a lot of texting, but when I'm doing something that requires my looking down while moving usually I can see far enough in front of me to notice people and other large objects.
...and I don't live in a particularly large city so I've never heard of having problems with texting outside of all the billboards, PSAs, etc etc they pelt the schools with constantly.

Makes perfect sense to me. Do I think it's stupid that all these laws keep needing to be put into place? yea, but people keep doing stupid crap. It should be common sense if your going to text do it when you aren't in a situation that you need to be paying attention in.

I wouldn't expect a law like this to be enforced. They will probably just make a big deal out of it so that people at least think about what they are doing while texting.
