It depends on what you're shooting for. If you want to Open a T12 Card, Quality still has the best, although remote, odds.

Considering, it's probably a smart idea for me to start opening qualities until I have the 3 T12's, since that'll take like, forever.
Trading up to T12's isn't allowed but can you purchase them with fragments?

Part of me has been debating whether to have a pack that has a better chance at a Tier 12 card, but lower expected value than the other Tier 3 packs, but for now I just buffed the packs that give the most cards. Without that buff, the better choice would have been to always open quality and trade down for what you need. Now it's more of a calculation to your personal goals with your collection. It's by a decent margin faster to pull all T11s, but that only scores you a single T12 card. If there was an achievment for collecting two of every T11 as well (awarding another T12), the expected value is probably around 3.5-3.75 T12 cards. Standard Plus will always be a better choice over Horde for completing a collection because Horde can't pull T12's ever, where as they pull T1's frequently enough to justify using them to fill out just the T1's although you'll probably gather enough fragments just to buy a decent portion of the T1 collection.
There's a stilted solution to this, which is let Horde pull up to T9, but also T12. Now the super tricky catch here is that the Gamble Plus pack can pull T12's much faster than any pack, just based off of the random first card. If it's value is about equal to other packs, it has an expected value by the time you get all T11's of over 4 T12's. Which is pretty good. Throw in the fact you can't trade T12's and you could get 4 of the same and you could have a problem though.

I was thinking about adding some packs that are only available through special challenges, or from gaining 1 Billion additional GT. I was considering calling them "Even Packs." Thoughts on these?
Event Packs Genre Pack: Contains 4 cards from a genre of your choice, with a Tier 8 Cap. This pack is unweighted (Each potential card has equal chance of being pulled). Dance and Dance 2 are combined. Copenhagen Pack: Rolls two Tier 2 Silver Packs, you enter the universe where the higher value pack was opened. 2500 Pack: Receive 5 Tier 1 Cards T12 or Bust: Contains 2 unweighted cards, either T1-8, or T12. Contains the best odds for a T12 card, but the vast majority of these packs will have a low card value total. Bribery Pack: "Gift" a Tier 5 card (900 Value) to the house, and open a Gamble Plus pack guaranteed to pull an even decider card. |

I mean like I guess I shouldn't complain because you're giving out more cards and more T12 chances but like, the EV of T12 pull rate per unit time of the new T12 pack is like, still pretty low unless you're hammering out 1 billion per week which isn't impossible, or the special challenges happen regularly enough.
