Being bad doesn't make you less likely to roll chosen one.

Wolves get 1 veto and the rest is pure RNG.

So any assumption based on someone that is "less likely" to roll chosen shouldn't be taken as seriously as you're letting it be.

that's not what my assumption is based on at all. Its based on the assumption that wolves will be pushing the chosen people. The selection is random, but there are human beings playing this game who are going to behave differently based on who was randomly chosen. I'm looking at the behaviours of people pushing specific players.
