It's only partially biased, actually. Remember that there can be an initial error in difficulty rating before players even get to the songs. Here's an example from ITG that you might be familar with, Zier:
When ITG came out for PS2, Mythology was only rated a 10. However, the ending of the chart pushed a technique that is mostly found in higher level charts, and that was very quick crossover patterns. Just about everyone was scoring higher on all of the 11s in comparison to Mythology. In this case, you have a sample of how players are doing, and they're all doing poorly. On FFR, you had Einstein-Rosen Bridge initially rated as an 11, but the framers, jacks, and off-colored combination made it considerably harder to score on than any other 11, so it got bumped up. People seem satisfied with this rating, too. On FFR, you could use the top players as a sample for figuring out when a song is a 10 vs. 11, or 11 vs. 12 by seeing how regulars compare in the song versus songs in that difficulty range (obviously observing weaknesses and strengths in these players). Partial bias, but it can lead to more accuracy in difficulty ratings. |

I wish we can give each file our own personal ratings, then again, that's really unlikely to happen. If something like this would ever happen, knowing this community, people will rate Excite Bike as a 12 or something. Maybe give restrictions? idk

Lolo is basically a wall of triples. I cant PA that for crap, but I have a chance of having okay PA at the higher FMOs. Wall of triples at that speed is definitely a FGO pattern. Its has a lot of AAAs because its short and pros whore it.

Anybody can contribute to ingame song info. There are no judges that rate difficulties, because that'd be pretty flawed.

Here's a controversial comparison for you guys:

Now the question would be to know if Party 4u v2 is a 11 or if Lawn Wake I is a 10 or finding out which paramaters should apply to "Difficulty" even if I believe that everything should matter. Let's say we had a song that's like excite bike super easy but instead of being 9 seconds it's 2 hours long and there's a background too ..would it still be a Difficulty 2? By that logic p4u v2 would be an 11, a change which I would support. (It doesn't need to unlock Oni.)
I wonder what we should do about something like SSSG: 168 AAAs and over 5800 FCs. I guess easier songs should be ranked by FC count, and once you get into the 10s or so they should be ranked by AAA count. Casual players aren't worried about PA but about how difficult the song is to read and play, whereas top players are worried more about how hard a song is to AAA than whether it's easily FCable.

I don't see why those songs shouldn't be ranked by AAAs as well.. as long as we keep the other things in mind..

Of course people at lower level will find it strange that they can FC this 7 without much trouble but when it's going to come to get the AAA, it should make sense. Yet, if we go by FCs the difficulty 7 song would be harder. It's just a matter of defining what's difficulty for you. Better make another thread at this rate.
