Filter effect
In this song, the percussion at the beginning seems to have some sort of filter effect applied to it. It initially sounds 'low' and just barely audible, but it slowly rises and descends in pitch over the first 40 seconds of the song
How would I go about creating a similar effect? I would like for the effect to be as similar to the original as possible, since I'm attempting to recreate this song (for practice purposes). I'm using FL Studio if that matters. Also, forgive me if the terminology I'm using is completely incorrect, as I am still a scrub at making music |

That sounds like a band pass filter with high resonance to me, FL's sample channel has one if you have a loop loaded in it to try it on.
On the insert tab were the filter is on a sampler channel, there is a drop down box were you can pick your filter choice. Band Pass will just be labeled as "BP". |

I have a built-in plugin called a "harmonic resonator" they basically gives that effect
