I would consider allowing players to buy cards off each other, for the minimum price of the card's set value, but I think I'd have to take some of the acheivement prizes down that I have listed in that case.

To start, what is meant by the collection? Are you referring to the pool of cards that all users have combined? If so, and odds for all cards in this collection are equal, I could see this being sought after more when high tier cards start appearing (like 9-11). Depending on how long it takes for them to show up, the odds could be quite improved over regular rolling, only time will tell what actually happens though.
This seems pretty decent, though I feel like the tier 3 gamble pack doesn't hold well against the horde pack, or even the standard plus pack. Of course if you win the gamble it's objectively a little better than the two, but if you lose it's a lot worse. Unless the probability of winning is a lot better than like 50/50, I feel like in the long run just pure horde packs or standard plus ones would work out better for the player. Depending on the probability of winning, you might want to alter the card amount so if you win it's actually more than the horde pack, but over time the losses make a little less card turnout total (to accommodate for the minimum rarity 2 / max 9 difference). It should also line up with with standard plus pack in terms of turnout (as you essentially get a standard plus pack if you win the gamble currently).

Collection contains all possible cards, and they are weighted by rarity.
(All Cards do not drop evenly) For example, the odds of getting a rarity 1 are about 24% On the second point, the higher tier gamble gets you 5 cards total upon winning, not 4, which puts it 1 card above the standard plus pack. Maybe I could give the losing side a minimum value of two as well to keep the downside still worse than the Quality Pack but not as severe? I'd like some more opinions on these ideas before I roll them out. Also consider the gap between acheiving these tiers may not be as extreme as it was this challenge, hence I closed the gap a bit quality a bit between the tiers.
