Eze once sent me a link to top tier point players and I always need to look it up again, because it's unfindable through any menu. Since tier points are at least as good an indication of skill as avrank, I think this list should be easy to find. The same goes for number of skill tokens obtained, which is another skill metric for which a list currently doesn't seem to be available or easily accessible.
