As for the map pool as long as you stay in the 2-4 players map in 1v1 and don't use Novice maps with rocks it should be fine.

Are you considering team tournaments too? That would be pool worthy and yet it also depends of how many people actually give it a try.
You can use challonge (google) for brackets or something.

I don't think the date is important, it's more about getting the right amount of people and knowing where this is going (1v1, 2v2, 3v3, 4v4, FFA? Single elimination/double elimination/etc. ?). Once you're set with this, the date will come by itself.
