Those scores are a perfect set of why playing up a division is fine- cover for someone not there, have a better performance than no scores. Playing down a division is unfair, as it makes it better to have everyone play down a division to get an easier set of songs, in turn making the round entirely about which D7 player gets the best set of scores.

If you rule that you can't cover for someone active to patch that, then it's better for some players to literally not play and be covered by someone better- probably D2/4/6/7 playing 1&2, 3&4, 5&6 and 7. It's better to have half the team inactive than the entire team active under these conditions.

edit: And I might be D5 on the site but D4 for the purposes of this tournament, but I have a grand total of... 2 scores that are solidly D5, 3 that are getting there, 3 right on the edge, and then everything else is D4 tier. I'm pretty clearly high D4/low D5 with a couple outliers bumping me to D5. Your entire top 15 (and then some!) are firmly D4, so it's a little different circumstantially.
