I'd rather not change the card count in a pack, but the above 3 could significantly affect what you get out of a typical pack.
If T11 is the new fuse out stage, I think your second option (raising drop cap to T7) would make everything fair again.

If fusing out stays at T10, keep the packs the same and maybe consider one of the following for trading in T11 cards:
- 250-500k credit payout
- Trade in for 10 normal T3 packs of your choosing
- Trade in for 2 support tokens + like 50k credits (Cause if it's just 2 tokens and no credits, then it's the same as getting 2 T10s and trading them in at different times)
- Maybe some sort of permanent bonus if you own and hold onto the T11 card (potential extra card per pack, reroll a pack once a week, buy a pack once a week, etc..)
