Song releases have slowed for a couple of reasons, one of them being the upcoming official tournament. Judgments in that process have been a bit on the slower side because of other engagements. Most of the people that are helping to maintain the game have actual lives outside of the game and the maintenance of it is purely a hobby.

With that being said, you also need to understand that the game's developers have nothing to do with the production of the actual content itself; they produce features for the game's engines and handle other side-wite design/development. All of the content that is produced for the game comes from players like yourself, all of which learned how to create content. If you're interested in contributing, take a look at the FAQ in the section that talks about how to contribute to the site. The information is slightly dated on the tools that you can use, particularly with the creation of a new editor called ArrowVortex, but that should at least get you started in the process.

The point that you made about there not being enough fresh content in that difficulty range, no matter how valid, can be addressed through the creation of new content in that area. Take a look at charts that are in game, particularly ones that have been put in within the last 3-4 years, and figure out how they go about structuring themselves with the music.

EDIT: It is also quite clear that you're not quite familiar with the process on how content is submitted, aggregated, judged/reviewed, and released as well. It is not as simple as files being judged in a moment's notice and determined to be of reasonable quality. There are bi-monthly batches that occur and content is submitted to them, with reviews happening after each closure. Files are queued and stored for future usage.
