Looking at his win/loss his normal elo is around avg. I've seen players with 2000 games player and 2100 lost. So the dude with 1000 wins is prob slightly higher than loses like him.

I have a way to check normal elo. I'll share when I get home. My normals elo is around 1900 in normals. at first I didn't think it was accurate. But what it does is estimate if you were in ranked solo queue, that's what your elo WOULD be with that win/loss.
So next season I'm going for diamond (:
