Neither middie nor myself expected the engine to have a minimum cap in regards to rate (which seems to be at 0.1x). We'll keep that in mind for future spon cons.
As for what happens in the event that both the rates and the PA is tied (which is likely to happen in this case), we'll have to come out with some other criteria for breaking the tie (amazing count, time of submission time, etc). This is Xel's spon con so I'll let him have the final word on that.
