Judge offset is basically not a thing that ought to do anything for me. I am -absolutely- hitting the arrows at or basically at the correct time to match the music. Inaccuracy for me is when the chart doesn't actually land on top of the music properly. When I change global offset, my results improve hugely. So whether that's a local flash thing, or a local system thing, or a chart thing, global offset is what fixes it.
