I think I fall somewhere in that group, and I think properly hitting Rave7 requires more speed than any 12 should.

in this particular case, we're arguing the ability to score well on a file versus getting a full combo (over passing and failing, since the lifebar on FFR is completely irrelevant). Those who are actually accomplishing the former are actually exerting the energy/speed/etc. needed to hit the file properly, while others are just guessing their way through the file in some place or another. I could argue that Metro is a 12 for the sake of simplicity, but it's a 13 due to the amount of speed and stamina required.

Even on an objective level, 20+ TPS stream for an extended period is absolutely nuts (hell, do i smile might qualify for a 13, after all).
