The Touhou games are not supposed to be free (iirc they're like $15 or so bucks a game for the older ones) but there's a few places to get them for free.

Like GD said, Doujinstyle is one of the main places to get it, but it's down right now due to a server transfer. You have to make an account there as well, as it is a private forum.

Feel free to browse some torrent sites to find them. I won't name any sites, but it's nothing a little Google searching can't find.
