solution:

Raw anchovies brought me to Spongebob Squarepants, which was reinforced by "Help Wanted" (i.e. the first episode of Spongebob). Clues 2 and 3 were tricky so I went to the transcript for the episode:

and noticed this line:

The song is a ukelele song played by... one Tiny Tim, not Oliver Twist. This matches with clues 2 and 3. The answer is the name of the song, "Living in the Sunlight, Loving in the Moonlight"
