They just don't make a "base tiles" thing of Catan. You MUST buy the base game before you can play any expansion.

And they don't play nicely with one another, you can play Base + 1 expansion, even if you own 5 expansions.

Dominion at least is HUGELY customize-able and combinable, and you can mix and match a lot more than you can with Catan.
