EDIT: Personally I think it just adds character to a persons appearance to enhance physical attraction. For example some people really enjoy seeing tattoos on people and think it's very attractive even if that's not what the tattoos were intended for. Some people really enjoy piercings and other accessories. I think a choker is a small enough accessory that can be used to enhance appearance with very little investment. You can take it off at anytime and can make any outfit cuter with a matching choker or even a necklace. Some people think of it as a "kink" but any girl i've ever seen wear a choker was simply because she wanted to look cuter in her outfit.
