Gen 1 didn't have any ground-type ghost pokemon. (Cubone/Marowak aren't.)
Also there's not a single ledge to be seen in there lol. Outside the gym though...
edit: hey wtf there's not even a single cubone or marowak in there. That's kinda messed up!
