In abstract, yes. In practice, no. The total moderator actions I'd perform from that bullet list number somewhere between 100 and 1,000. I would have to send out PMs not only for each action but for clarifications of those actions, which assuming a request and reply (or a PM-action ratio of 2:1) would number somewhere between 200 and 2,000 (or more) PMs. Further, the time distance between the PMs would mean that my changes would be implemented sluggishly while I wait for admins to read and respond.

Reorganization of sticky threads, forums, and subforums. After that, the creation of new forums. After that, I would expand on the hierarchy system we've been using (e.g. "FFR Simfile Author").
