If cedolad is right, then it means that whatever php file that was, it wasn't configured to load on to the browser; rather, it was left on a default setting of having the user download it immediately as it was clicked. This is more of a policy thing that needs to be configured by the admins.
Some browsers might also be missing plug-ins needed to view content (e.g. Flash 11 popped up for me when I wanted to see a youtube video). I don't know what the file name or extension is for your problem Xiz, but what I've described might be the issue.
Also, which browser are you using? It's not happening to me on firefox
