That's a great deal more labor on both the user's end and staff's end, and ultimately may be a turn-off. The user would have to go to lengths to prove him/herself, and the staff would have to manually verify the legitimacy of each user.

Trust me, we're not trying to turn a blind eye to bots, but they're very hard to eliminate without implementing measures that are too restrictive.
