For guys, the penis is one of the cleanest parts of the body. The scrotum is not as clean because of the bacteria-spawning sweat that is excreted, but other than that the whole area is shielded from most any kind of dirt or bacteria or what have you.

After wiping, unless you're really careless, your hands should have been completely shielded from everything but the toilet paper.

That said, if washing my hands takes much more effort, I might not do it unless I know I'll be interacting with others much, out of respect for them. It's a whole psychological issue, then, since I don't want to risk the chance of the other people not seeing it the way I do. My girlfriend knows how often I wash my hands (all the time when I'm around her) because I DELIGHT in teasing her with extremely cold hands.
