Firstly, time isn't a good indicator of activity, as anyone could make an account, gather some GTS and neglect to use it again for years, never posting in the forum. Do such people really deserve level stats and a forum title more than an active player and forum-goer?
Secondly, nothing should be an absolute requirement; especially time. Rather, as devonin suggested in another thread, activity should be measured holistically with multiple, proportionate qualifiers.

Going by his suggestion you need 7 years, and
1 year = 1 billion GTS = 1000 posts
Though I think this is a little better:
1 year = 2 billion GTS = 500 posts
