In tank theorycrafting, stamina also counts as a form of mitigation because it increases your overall damage-taking potential.
Two people in the same gear leaving them at 540 defense before gemming/enchanting tend to either gem for more avoidance via dodge/parry/defense or for more mitigation via stamina/blockV/blockR
I'm not going to bother mathing out a direct equality in the formula, but you will get tanks with say, 50% straight avoidance and 35,000hp or something like 60% straight avoidance and 30,000hp (Or whatever values make the basic "Here's what happens if 100 attacks at 2000 damage come at me, so the total damage smashing my face remains equal)
