You can:
1) Make your own music. Just use a program such as the E-Jay series or any other music generation program and crank out some original music. Most generators are quite user-friendly and making music isn't too terribly difficult.
2) You'd be surprised how many unlicensed bands and DJs are out there. About 90% of the time, they are more than happy to let you promote them. Just by looking one day, I found out one of my best friends is a DJ, my cousin is a DJ, 20 unsigned local band CDs were at our local radio station and a whole website of unsigned punk bands in my area (www.toledopunks.com). If you look, you'll find something.
