A ranking system ranks players of all levels, including beginners. Passing an ITG 1 is not very difficult on Keyboard, that's why it is the lowest rank.

Vocals don't add to the BPM of the song. If the lyrics sound faster than the music, they're on 8th or 16th notes.

Difficulty levels in FFR simfile database

In the simfile database on this website, I noticed some songs had ratings way above 13. I saw several songs rated 20, one rated 27, and one rated 127. No song can be 114 levels above Pandemonium...
