It has nothing to do with it being easier to place people based on scores they've gotten. It's that it's too much of a liability to take someone who's been capable of say D5 scores in the past and stick them in a division or two below because they're rusty and out of practice. We've all seen how fast people can gain skill in general as well as how fast it can be gained back.

And I'll mention again, the divisions are not done. They will not be finalized until just before the tournament starts, I have my reasons for this :p

That was a facetious simplification.

That being said, all other things held constant, there is a strong correlation between time spent practicing a skill and proficiency.

You aren't wrong here, but there are cases, especially more recently, where time is not a founding factor in skill increase (see: Rapta as one of the best examples).

There is also proof of being bound to time with skill growth and immediately having a skill boost that can increase in little amounts or a big wave. The results vary with each player, obviously some being similar with others.

KrazyKitsune and pmonibuv1 come to mind; let's also not forget that time wasn't a consideration when igotrhythm changed setups and literally bumped from D2 to D4 almost instantly

Targeted practice will do more than "just playing".
