Cirno (pronounced Chiruno in Japanese) is a character in Touhou, an online game series made only by one person called ZUN. The games are first person shooters (except for the very first game) but with spells instead of bullets. ZUN made it a joke that Cirno is stupid and for some reason labels her with the number 9 with a circle around it to represent that she's stupid. Since the label has a 9, a lot of people celebrated Cirno day on September 9, 2009 (9/9/09) and since then people have been celebrating Cirno day as a joke to make fun of her every year on September 9.

You mean shoot 'em up (shmup) games and more precisely, bullet hell (or danmaku from the japanese term) games. The series also has 3 fighting games.
