It's the flip of the coin. It's unfortunate, but that's just how it happens for some charts.

As far as the 32nd jump in NNRT, I have no idea how it happened -- the only thing that got changed in any of the files this round was the sync of the files (proper offsets, etc). That's... really strange.

I manually edited dozens of charts for my tournament. I either used tiny unnoticeable sub-beat changes in the sm file itself, or changed the frame placements in the beatbox code.
In the finals of my tournament I hand-edited D5CD, D5AB, D1, and D2 file framers, along with the side game file (to get the 0-framers perfectly aligned)
Fury of the Storm [Oni] originally had over 10 one-framers that I edited out by hand, without losing the sync. It's definitely practical to do, and players can appreciate the difference.

It's a lot of work, but it's something you need to commit to if you want FFR files to be as fun as possible.
There is no excuse to settle for "flip of the coin" bad conversions when hand-editing is available (for example, lol Rudi 64th roll conversion)

This score made me curious as to what the file felt like, so I played it.

Wow that file was pretty cool! I see though why people are saying it feels a little bit messy, I think you were somewhat let down by your pattern choice making things harder to read than they should be. There were lots of split patterns and 1-handed gallops that were very difficult to read and PA compared to other parts of the file. Perhaps that was intentional, but I'll offer a little advice anyway:

I'll go ahead and toot my own horn here (please don't hate, I'm trying to help) and mention my Arcitca file on Dossar's engine as an example of the kinds of patterns I advocate using for hard-to-read sections of dicksynced guitar solos. Considering how weird some of the rhythms are when you sync a guitar song like that, you usually want to do the players a favor in choosing patterns that are fairly simple to follow as it will be hard to PA already due to the strange rhythms.
Using more "connected" patterns, i.e. 1234 over 1324 makes the hardest parts of dicksynced solos easier to read and PA. Then you can save more "split" patterns for when the solo is less intense, to keep it interesting.
