how do i get a program to let me make my own simfiles and stepfiles?

Stepmania, read some stickies on information how to use it.

Listen to Triplex. We have forums dedicated to Stepmania and making simfiles, so try those out and they should answer your questions with all their stickies.

If you still have trouble, ask other questions in there.
