1. any one can make a sim/stepfile for Resonance and then upload the sim/step onto it?

Yes. You just have to upload your simfile to FFR's Simfile Database.

2.will the layout for song selection difficulty and options stay the same as in this beta?

Probably not. This is a very early release.

3.you will be able to downlaod fies from resonance to your hardrive?

Yes, you can download the files that are playable on Resonance, but you download them from the Simfile Database (http://www.flashflashrevolution.com/sims/).

4.what do you see in the future for resonance?

There will be a lot of things to come for this project. You can expect it to be much more polished and for most of the problems to be fixed in the future. In terms of new additions, I can't really answer this one for you.

The color of the arrow indicates its beat.

Red = quarter
Blue = eighth
Yellow = Sixteenth

Beyond that, I'm not sure exactly. Purple and light blue are probably 24th and 32nd or something.

And by the way: http://www.flashflashrevolution.com/vbz/showthread.php?t=39795&highlight=
stream = streams of arrows (i.e. runs of 8ths or 16ths)
voltage = high voltage means some parts of the song are a lot harder compared to other parts
air = jumps
freeze = freeze
chaos = amount of arrows that are 16ths or higher
jumps are when there are two arrows at once and freezes are when the arrow has a trail and you have to hold it.
