Chat Version .820

This gives us a new item in testing .. Gag .. we will have a new build of this in place.

Gag replaces the text a user sends AND implements an intervel which allows a user to send a message after a fixed number of seconds (currently 30).

This build also has another admin feature regarding the map. Mods / Admins see the chatmod/admin forum for info on that.

We will also post info for the mods regarding the Gag and Ungag Items (due in the next build).

.819 was bug hell .. too buggy and gag wasn't working the way we wanted it. So a signficant functional change.
