how to make new songs

hey i've read some of the other threads and people are complaining about not having enough songs and i am willing to make steps for songs but im not sure if i'am able to do that cause i don't have any idea how to, but i have made many simfiles for stepmania. Can someone tell me if anyone is able to submit steps for a song?

But there's not many new songs lately because they're saving up for a bunch of new ones to be released with 3rd Style. Hold your houses.
