Actually, even if it is a fragment, there should still be a period.

Anyway, it's accepted in informal writing to say things like you did and accept them as complete sentences. Hell, it might even be accepted in formal writing.

When I type fragments (like one word posts, or things I stick at the end of my posts) I tend to not put periods. However, I also don't bother to capitalize them, to further emphasize that they are stupid little fragments. Also, in your case, "Retards" could be counted as an exclaimatory remark, so it needs punctuation, depending on who you talk to.
