(R2) Scrollrate Unchangeable?

So, I have no clue when this began, but apparently I can't change my arrow scrollrate in R2. Like, I can go into options and slide the bar, but the moment I exit the options, it returns to 1.81x, and it won't move off that.

Where is the configuration stored? Is it server-side or client-side? How can I refresh/remove my settings so that it returns to the default of 2x to hopefully fix the issue?

Hit the delete button instead of escape for leaving that screen.

ESC is far more habitual than DEL. Perhaps it should be switched?
